From Everett’s municipal code (EMC 19.35 and 19.37) and the city’s street tree guidance:

✓Landscaping trees required on commercial, industrial and multifamily sites — and usually on subdivisions built after 1990 — can be removed, but must be replaced if code requires them.
✓In a critical area, a permit is required even to prune; no more than 33% of the crown may be removed, and topping isn’t allowed except under power lines.
✓Hazard trees in critical areas can be removed with the city director’s approval; an assessment by an arborist, landscape architect or forester may be required.
✓Every hazard tree removed from a critical area must be replaced with two native trees within one year.
✓Landslide hazard areas include slopes over 40% in most soils, and over 15% in some (EMC 19.37.080).
✓Street trees need a Tree Removal Permit through Public Works, and the city arranges the replacement.
